The North Carolina Rate Bureau (NCRB) sets a maximum cap on the amount of premium that an insurer can charge its policyholders for liability insurance and if the company's rate exceeds that cap, the liability portion of the policy is ceded.

North Carolina is a take all comers state, meaning that we must offer liability coverage to everyone.
